James H. Horton, IV practices civil litigation in state and federal court, with a focus on Administrative and Regulatory law, commercial litigation, healthcare compliance, employment law, and higher education law.
Mr. Horton advises clients on compliance matters including, but not limited to, those subject to the Health Insurance Portability and Accountability Act (“HIPAA”), the Family Educational Rights and Privacy Act (“FERPA”), the Americans With Disabilities Act (“ADA”), Section 504 of the Rehabilitation Act, and the Civil Rights Act of 1964.
Mr. Horton earned a Juris Doctor (J.D.) degree from the Florida State University College of Law in 2007 and a Bachelor of Science (B.S.) degree in legal studies from the University of Central Florida in 2005. Mr. Horton is a member of the National Society of Collegiate Scholars, the Phi Alpha Delta Law Fraternity, and Seminole Boosters.
Mr. Horton is admitted to practice in Florida and the United States District Court for the Southern and Middle Districts of Florida. He is a member of the American Bar Association, the Broward County Bar Association, the National Association for College and University Attorneys, and the Administrative Law and Trial Law Sections of The Florida Bar.
